i live in san francisco. this looks like gouging to us. people on treasure island are many of them living on subsidies. you are going to start a toll in 2021 and end in 2026? this is during the time of the shortfall. it appears that you are charging treasure island businesses and residents to cover that short fall. in other situations, it is the developer that pays for all you have this, not just part of it. the la situation, the tolls congestion tolls there are to get people to go to the fast lane, not to build an entirely new transportation infrastructure. these people on treasure island are noncreating congestion. they should not be charged a congestion toll. i turned on tv this morning. abc news was talking about the tolls. they are a dumb thing. this has already been accepted and done. people on treasure island have not been told about this. the meetings have been few and short. i am in touch with people on treasure island. they tell me they cannot pay these tolls. $300 per month is not going to cover anything for them. what about if

and then as we drop down into downtown san francisco, we look at a number of options. the one on the upper left was one that was noted in the chronicle back with a number of loops coming on down. there was eight loops coming down from the top deck of the bridge. we have an elevator scheme, what we are choosing on the north side, their options to drop down on the southside, but are preferred on the north side. it would drop down along essex street. we can see it follows the yellow line and it makes -- it comes around the buildings, the new buildings we have their -- we have there and follow fremont because the grade does not necessarily allow for that. but then it would have a switchback right here. a switchback here. this is a planned area. is currently the second street on ramp to the bridge where the buses are now. there's a plan to convert that into a bus boulevard and take you into the new transbay terminal. so you'd work with the city and we can be in contact with them about how we would land a bike path in that area with a switchback. and then we do see a strong

as part of the city wide study, we looked at how the financial trends are playing out here in san francisco. we looked at sales tax revenue city wide, and the thing that really jumps out is that since 2015, sales tax revenues for general consumer goods has been declining. for the last three years those sales have been declining. sales in restaurants continue to increase, but sales of stuff are down. i looked at the data for the most recent portion of 2018, an and that trend continues to this year. we also looked city wide at vacancies and specifically in the transbay area. in the transbay area earlier this year the vacancy rate was 16%. 16% every tail locations are vacant with vacancies concentrated in the eastern parts along fulsome street. this prevalence is something that retailers notice when they look at a location. it doesn't provide the welcoming attractive location that they desire. as part of our work for ocii we looked at the competitor grocery stores and the map that you see here shows half-mile radius from the block 8 location, and the five grocers. there are five globe you ares

if we look at san francisco compared to many other cities, we have the highest index, and if we look at san francisco and compared to 2003, we -- our construction cost has more than doubled. this is another dimension of the local economy. when we compare our value of products and services, our gross domestic product with wages, we have experienced a much stronger growth in terms of g.d.p., and wages have increased. to be clear there is a 10% increase, but compared to the more than 20% in g.d.p., it creates a gap that we have to do a lot more with less wages, and the value of our housing that gets pegged to the g.d.p. the growth of wages has gone primarily to the top 10% or 25% of our workers. as you can see here, we have seen some growth at the bottom, but much smaller. and when we look at employee residence by rates, within san francisco, we still have predominant white workforce and we have seen increases in the asian employee residence as well as latino. >> we have seen a decline of four% even though we have had strong growth. this chart is in response to some of the questions you

we saw a growth that looked to be about 20 to 25% of increase enrollment of san francisco residents and we saw city college adding classes and hiring faculty again. one of my favorite quotes was one of the, one of the faculty members saying that she enjoyed being screamed at by a student for not being able to get to the class because it was full, instead of telling a student that they could not get into the class because it was canceled due to underenrollment. since that time we have gotten so many letters from city college students. including this letter that we received, on behalf of the students of city college, i want to express my gratitude toward the victory of free city college. as a student and as a graduate who continues attending ccsf, the removal of financial barriers has opened greater skills necessary to prepare for the 21st century work force. i'm a mother of three young children and been working towards a career change in life. obtaining this education is essential and purposing career path that is fulfilling. free city contributes to their talents, and pursue new career

really only in san francisco, we often talk about how special we are in san francisco, and generally it is true. sometimes we are exaggerating. on this project, i think if you look around the country and what was able to be done around public housing preservation, there really are very few examples that if you look at the trouble they are having in new york city and all around the country was doing what san francisco got ahead of, you can see what a special opportunity this was, and how much work it took to get there. part of doing that was to recognize that we had to have an unusual financial partnership. to -- san francisco developers were very special people. we want to be treated differently on every project. it was the mayor touch office of housing that said we would not be different from each other, we would all do it the same way, which frankly hurts. we did not like to hear that message. with that said, we didn't have a choice, and may be that is a lesson for leadership, but they turned to a single financial partner in order to make sure they made this work. there are few org

if there is no taxi industry, san francisco does not look good if we don't have cabs, in a premier city like san francisco should have, we are losing an essential part of our transportation business. let me tell you the domino effect of what will happen. for us, cab companies, with no drivers, the cars will sit on the yards. we are paying for the cabs and the insurance expenses and all their maintenance. what will happen to us while we will crumble and fold up. it will open more avenues for uber and other ridesharing companies. there will be more congestion. it will be worse for air pollution. as it is right now, there are 40,000 ridesharing vehicles rubbing the city, taking over our streets, and it will just get worse. this plan was adopted by m.t.a. in their effort to appease the lawsuit that they are being sued by the federal credit union for the loss of the value of the medallions that they sold. this plan will not stop the foreclosure. all these medallions -- they will just turn back the medallion -- if they cannot earn a living, and they cannot meet their obligation. board of dire
